Prevention and protection are the two key words in social action on the department for children and families.
It is important to remember that the French system of prevention and child protection is based on the collaboration of two separate authorities: the administrative and judicial authority.
The authority Early preventive interventions are made from the territorial units comprising the health centers by social workers, nursery nurses, doctors and educators in the department.
Parents can be received in consultation with their young children. Nursery nurses also conduct home visits. In the context of prevention, social services intervene and propose, as appropriate, educational activities or the intervention of a family worker. They can also offer a host mothers and children in center-feeding.
Missions child protection are entrusted to the General Council.
These are services that provide management, financing and organization.
When a juvenile is abused or is presumed be and it is impossible to assess the situation or the family refuses to accept the obvious intervention of social services, the President of the General Council shall promptly notify the judicial authority.
The judiciary In an emergency, the prosecutor protects the child by taking measures suited to their situation and that of the family. He may entrust it to the Departmental of Social Welfare for Children, possibly a specialized or a trustworthy person. The prosecutor must inform the juvenile court judge within eight days. The role the juvenile court is not to resolve conflict and establish responsibility or fault, but to take the necessary measures so that the young can live in a decent environment.
The judiciary is also responsible for the prosecution of crimes committed by minors. The prosecutor is informed of any ongoing investigation, any placement of a juvenile in custody and of any tort case elucidated. This allows him to take a real-time policy decision pending cases.
